When the voltage in a circuit rise above its upper designed limit, this is known as over voltage. The condition may be hazardous depending on its duration, the over voltage event tan be permanent or transient this can also being known as a voltage spikes. This type of condition can damage sensitive electrical and electronics appliances.
Safety device like fuses & mcb provides protection against excess currents, but can do nothing for transients & short duration spikes of high voltage on the power supply lines.
The OVM provides fast protection against transient voltage spikes.
